I suggest to a small sites always start with shared or vps hosting and while sites that are expanding and looking towards monetizing from hosting, upgrade with Dedicated Hosting Server. Because, If you are buying a dedicated server for a small site, then, you are buying more resources than you actually needed, and the excess capacity is wasted.
