I run a Web Directory submission company

Of course you won't get very high quality links from them.
Being a webmaster too, I have also spend hundreds of dollars on getting links from paid directories like alive and aviva. I feels, if you are looking for long term goals than you should go ahead and submit to paid directories. Infact since google has hit Alive and Aviva for getting involved in link purchasing, and if you are really looking to purchase high quality directory link, I will highly advice you to go for Yahoo directory. It may cost you $300 but I think for long term, its worth it.
As far as indexing question is concerned, You can easily get it indexed by making a sitemap and submitting to Google webmaster and Yahoo Explorer.
