Default Google Pay per click

I recently had my site SEM'd and I now realize that I have to do alot (ie redesign) the site to make it more Google-relevant. I am planning to add testimonials, links, articles, a lot more text etc, etc. I'm currently on a PPC plan with Google ads right now. It is paying off in terms of new biz, but not as much as I had hoped.
Any thoughts on PPC - good or bad?

Good, so long as when people get to the site they can find exactly what they want, people seem to spend less and less time on a site.
