Having problem in getting Backlinks

My website have PR 3 with fine content, but i m facing one problem for all my sites, i am not getting much backlinks,is there anyway to get backlinks asap ??

You are a developer, build some free skins for common software like phpbb3, wordpress, phpld, esyndicate etc. Then everytime someone uses the skin you get a backlink. Make the skins theme specific and yyou will get a themes backlink.
