ok then, i hope i dont cut too much out and u are able to follow cause it real simple the way i did this one.
the regular pic looks like this.


1) convert to black and white....any setting u feel looks right. (i used a green filter setting for this pic)
2) either blur the outside portion of what the main focus of the pic is manually, or use a blur filter with a layer mask with a smooth circle gradiant.
3) then use the add noise filter but make sure ur zoomed 100 percent so u know how it REALLY looks
4) then comes the part where u add the scratches and spots. get any brush that u find looks good. this is really up to u on how many scratches and spots u want to put on the pic to have it have the old and used look.

for this pic i wanted it to look like it was done with a film camera. so i played around with it and thats what i got. did that help any?....not too much too it huh lol.

mmmmmm....is your blur manual or a motion blur with a layer mask? And if it's the latter, do you vary the blur amount as you move inwards?

its manual. and yep, its blured more on the outter edges.
