I think it is for artists/labels to adapt. People often don't want the filler tracks that some albums have, but being able to get one or two tracks and then get a disocunt on the rest is a easy way to do it. Radiohead's album launch allowing people to spend what they wanted on it. Many got it for free, which I think shows the problem with the legal/illegal issue. Fact is, you buy online because it's cheaper and you never use the CD, but then do you still want something extra?
The cost does still need to drop though, which I think will happen soon.
