Default Wipe effect?

I'm looking for a tutorial on "the wipe effect" as some describe it.

By wipe effect i mean such as is seen on many movies (especially Edgar Wright ones) as since he discovered it has used alot (mainly in Shaun of the dead and hot fuzz). Its the effect where someone walks past the screen and when they've gone its a different cut.

Example: YouTube - New Hot Fuzz Trailer (see around 00:42 and 01:00)

Also in the example is the similar effect where which the camera moves swiftly and blurs into the next shot, as if somebodys looking around quickly.

If anyone knows any tutorials or techniques used, please could they share

Is this an effect your looking to replicate for Video using lets say "after effects" or replicate something similar in flash for transitions?

Nope its more of a pure video transition. I read a minute ago about a simlar effect which is much easier to do, where the camera zooms into someones eye, then zooms out and the character is in a different place.
More of a clever use of cutting rather than a software transition or effect i think.

I have a brief idea how to do it, i just want to see how other people have tackled it etc and any tips or tricks that have been used in the past.

The wipe effect is a standard technique used in film and television. In film traditionaly it is an optical effect and television it is performed by a vision mixer. Any modern video editing software will have a set of buit-in preset wipe transitions, which are as easy to use as an a-b cut with the added dimension of a transition duration. The second technique you describe is a whip-pan fade. The two shots are set up in such a way that the first shot ends with a whip-pan and the next shot begins with one. The editor simply then cuts the two scenes up using a cross fade at the mid point of each pan.
