Or use magnified glass the banner really only 8" X 3" but the glass makes it look massive.

If you have to do it in photoshop, then what i've come across is that printers only need the file done at 1/4 size (as long as its at 300dpi). The file is then expanded by 400% making it more like 75dpi. Banners, billboards, etc don't need to be 300dpi like a printed document, as they are viewed from a distance and not held in the hand.

Thats my take on it. If i'm totally wrong, then please correct me!

Joe, i hope this hasn't added to your hangover!

i had to do 6ft x 2 ft banners before for a client and it killed my pc. I got a much better pc after, but it still took forever to do anything in photoshop. i lowered the res from 300dpi to 200dpi and they still looked great, and took a lot less time to render in photoshop.

i would ask your printers / clients if they would except a lower res file. or as joe advised: 300dpi but at a smaller size.

Actually - you can use the paths tool in photoshop (pen tool set to paths). This allows you to fake the illustrator vector style- but Illustrator makes this quicker - but since you don't have illustrator use this tut:

It is a quick simple fix, oh and why can't you make it 14 by 9 feet in the first place and then .rar it?
