Those look for design standards for todays web...
I found this interesting "article" or what have you when I started to look for this very information. They have a lot of good information and ideas that perhaps not everyone would think about it. Its quite a long read, but worth it IMO.

Yes, great article. I actually know Russ Weakley and he's a bit of a 'rock-star' in web standards circles so anything he puts out is well worth taking note of. He joint-foundered the Web Standards Group (WSG) which has a busy but recommended mail list.
