···Dotted Style Design···

Hi

I recently came across a design in a book, that uses hundreds of little circles to create a picture. I've been looking around on the net for a way to do it but can't find anything.

Its a really good idea and i would like to be able to do it.

Can't you use the pixelate filter in PS?

i had a go at that once but it wasnt really the effect i was looking for. I tried all the different types but that doesnt work.

Perhaps it's a texture added as a seperate layer on top?
