well, last time I made PHP code to include the buttons in all pages
but it sucked, and I couldn't get the left buttons too
this page has 3 frames one on the top, one on the left and the right
the upper and left frames have important links, plus they make the page look...trendy
honestly, i never seen a website that has the links same as I placed them
also, if there is, i congratulate the designer on his fine work ;p
and it's not about framed/frameless PHP/ASP, JS/VB, it's about the end-user feel about the page.
i'm trying to keep it modern and simple in the same time.

The only one thing I noticed is the text is very small to read, this could just be down to a certain screen res but it is hard to read.

maybe your link is not correct, or there is nothing on your blueprint yet.

all I see is the links and thats it, no content changes or anything.

but anyways, on the layout:

1. looks good but I think you should include a textual descrition of what the icons mean, as not all are clear.

2. Frames may not work in all browsers, but I guess you know that :)

3. Im sure its possible to get that kind of menu working using php includes and CSS styles, or if necessary even using some Tables

just my opinion.
