Question How to create a free dust/spray?

Dear all,
Im newbie here and i need you to help me to create a free dust like spraying a dust area in to papper.

I try some tools PhotoShop or FreeHand, Illutrator, but it is hard to create, i used to use brush and many patterns of brush but it seems the dust is covered not so freely and naturally.

I think this kind of creation is need scripting or another method.
So if there is anyone have or used to get same situation, pls give me an advice!

If you search the posts there's a guy on here that does his own custom spray brushes he may be able to help

If you are familiar with Photoshop, You can customize a brush or create one.

Either way, You can get a lot of crazy effects with the right tweaking
