First of all, I may remind you that different monitors need to be calibrated to show the right colors. Monitors change over time and may not show the same colors after a year as when you bought it.

And for the ICC profiles, I found this great article on Adobe.com that you can read. I really don't know anything about color profiles, so I hope this helps :)

ICC profiles in Photoshop 6.0 and later

Generally speaking, colours appear darker on PC (something to do with default gamma setting) so I always give images a bit of a brightness push (via Levels in PS) to make sure they look as good as poss in both platforms. Being on a Mac colours like very dark green or blue appear as they should but on PC they can look almost, if not completely, black.

I've noticed this as well.

I'm not an expert on web design, but I believe it also depends on the browser you use...

Colors may look different in Internet Explorer than they do on Safari or firefox, etc.

The browser has some part in it but its more the screen profile... also make sure you colours in photoshop are within the /!\ warning - since these are colours that may cause issues.. - if you click the icon - it normally corrects to the next safe web colour.
