I agree with Andy, there are plenty of folks out there that call themselves "web designers" when they should be referring to themselves as "web developers" 'cause they don't have ANY design skills.

So learn about color theory, typography and learn what the grid is. These things are basic steps in learning how to design.

Sometimes it's easier to work backwards take a site then break it down to see which bits do what.

Only way is to start with the basics. HTML then progress from there CSS, PHP, MYSQL etc. Javascript and Flash as extra's.

I thinks it's already been noted but http://www.htmldog.com/ is a great place for complete starters, just make sure you don't let programmes write your code it can craete bad habits
