URGENT! how can I duplicate this blur effect for a project due tomorrow. Help please - Graphic Design Forum and Web Design Forum

Hmm, I am sure someone more qualified will have a better answer, but what about, making a duplicate layer, using a smudge tool(?) to make the blurred lines and then placing your original layer over it?

Yeah it looks like a photo eith a orange background layer over it. with some sort of smudge effect.

that doesnt help does it ?

Problem solved thanks to some other mug at some other badly designed forum! It was accomplished by applying radial blur filter set to zoom 4 times with a copy of the runner on a higher layer.
