i don't know exacetely wath you mean.
but if you use a png or giff, then you have transparancy. Or do you want a flash swf to be transparant on a webpage? Then you can use the property inspector and give the swf the following value: wmode=tranparent |

if you just want to make a image transparant, save it as a gif or png file. you can do that in photoshop.
With the other thing i mean: for example: "you have a swf without a background collor, then you should place youre swf in youre webpage and for example if you are working with dreamweaver you only have to click the swf and then go to property inspector at the bottom of youre screen. there you will find a value buttom, click it and enter: wmode=transparent |
