If it's possible it's going to be really really hard.
It's need a lot of time to convert the image into AI. Maybe you can combine vector and raster image for that. For example you can use the texture in raster image that you can purchase in the stock image.
I wouldn't think it's that hard. Just prepare the main shapes by making a few modified versions of the image in photoshop. e.g. adjust contrast and such to separate the squares, the jagged outline etc. The text should be straightforward.
When you have that done, mess around with some gradient and/or blurred, softened blacks overlayed on top of the squares.
Use livetrace to get you a vector of the jagged outline that you separated in photoshop. Create the 2 types of metal rectangle things with the pen tool. copy paste etc... done

see your saying photoshop. The dude wants a completely vector image. I told him i doubt thats going to happen. It will end up being a combination.

I believe it would be possible, it would just take a canny while to do.
Is there any reason why he is so adamant to have the whole thing in vector?
I'm not sure his reasoning. Just wants to be able to scale it to 53 feet by 12 feet and prob not have a 10 gig file
