It's depend on your purpose. If you want to make a logo for a website I think you don't need to create it in a large size. If you want to make vector logo, you can use Adobe Illustrator. No need to be confusing about the size because it's a vector.

Even if it were for the web, you can create it in Illustrator, save then open it in Photoshop, then "Save for Web & Devices" to reduce file size

yeah but illustrator costs around £600 not everybody needs to buy that and can put if we ps, like me I dont have that kind of money to spend on a computer program.

Well i think 1000 Px and 305 Resolution for Non vector logo is enough.
