CSS stands for Cascading Style Sheets, you style your site in an external style sheet and reference it in the head of your document which is what the line above is.

What he is suggesting is using an external stylesheet so that all of your style preferences aren't shoved at the top of every page. So you create a file called "main.css" and place it in the same directory as all the web pages. Then put most of your general style preferences in there as opposed to on the page. The tag goes within the tags. Good luck!

Like he said, start at the beginning. Don't worry about your site for a bit, just do some of the easiest tutorials from start to finish and after you've got the hang of it, you'll be able to interpret CSS guides much better and won't have to ask for our vague help. ;-)

EDIT: Whoops, didn't see the second page of posts. Theres my info anyways. :-P
