HELP: Batch Process PNG to Icon Keeping Transparency

I have several folders/directories of png files that contain transparency that I would like to batch process into icon files while keeping their transparent properties and would like to get help on the best way to do that and maybe even software suggestions for that. Resizing options would be nice during this process. Thanx for your time!
