Default Advice needed

Hey guys, I'm trying to create an image of a woman, in a shower, and all you can see is the water on her.

Essentially, I want a picture of a woman in a shower, without the woman. Make sense?

I've been trying for ages, and in the end i've only been able to get ice-looking effects like this:

I only used the green blocks for water, to make this image look better, what I want ideally is something like this:

But I have no idea to make a water image like that. So please can someone in the knowledge help me out!

Thank you.

I would assume they were created with 3D software... bit like the Lucozade adverts...

"flow minus form" : I don't have a clue what that means. Anyone had any form of luck yet in figuring out how to do it?

Toon, the waterdress is awesome, though what exactly is GDL? I have no idea. This is what I want to make but so far, no1 has told me how to go about it.
