lol its just i think i know a few ways, you could sellect the woman, desaturate her, blur her a bit, goto filter gallery and sellect glass effect mess with the settings abit and hopefully that should work, just depends on how you do it, plus you will need some good images with water droplets so that you can merge them into the image, will take a whuile but think it will work!

Does photoshop contain some tools which can do that?
You can try Maxon Cinema 4D v9.603 Production Bundle, maybe it works.
