I'm not convinced that's a plagiat, only a use of basic shapes: a globe with stripes. it's just oversee, not very original but it seems that the clients are loving this type of logo actually.

Certainly, it was a source of inspiration. Probably the 'bridges' logo designer couldn't do the 3d effects so he just did those lines.

If then I am inspired by that entry, and decide to change the globe to say, green, and add another set of lines opposite the 2 on the left, and add the eye candy special effects, is that acceptable? Is that inspiration or rip?

I would say Inspiration not Rip and then acceptable.

If you can not use globe, cubes or others shapes etc. because someone before has ever used it. What can you will design?

Of course it's acceptable to use basic shapes, spheres, cubes, swirls, et all. But I think my example is a bit more than simple inspiration. It's the tweaking/modifying of an existing concept put forth for consideration and is not a new nor different concept. And quite honestly, I think conceptualizing is the most difficult step in the design process, at least it is for me. Once the concept is down, anyone with some software knowledge can modify it.
