Hardan, you can't have a business building websites if you can't even build your own! You're not going to get any kind of miracle answers here that will turn you into a web designer overnight. You're going to have to work hard, read lots and learn all the basics before you can even think about trying to set up a business and looking for clients.

My advice to you, is go to THIS site :P and fil in the form asking for charity help, who knows, maybe this person will out of good will take a few hours out of his day to make you a nice site.

Just on one condition lol it cant be webdesign related, because, your clients will get angry maybe? lol

Set up, a blog, or forum, and get all ur friends to join, or maybe, set up something like, a logo creation site, or u know, just website design, its not as easy as it looks, you have a lot of competition

If the age in the profile is true, then enjoy life now whilst you are learning everything about the web design business you can, because by the time you are looking for a proper job, you will be far more experienced than others of your age, and many steps ahead of them.

The more you can read, especially on the net; the better.
some of the best tutorials I have ever done, have been written and published on the net, by people who know what they are talking about and have been in your shoes, so learn from them.

just google, tutorials and the subject you want to learn about, and don't just skim over the tutorials, complete them right to the end; you'll get great satisfaction when it works, and if it doesn't, you'll get better satisfaction when you find a way of fixing it.

sorry it's a long post, but there is a lot of good, experienced people on this site, but nobody can do the things you want fo you, you have to get your feet wet yourself.
