How would I become a freelance web developer?

Ok well in my case it would be different. I am a high school student that is an expert at HTML and CSS. Also I am learning PHP and I would like to start my own company with web design.

I always tell younger people (regardless of what field they want to go in to) that the first step in becoming something is to quit saying "I'm trying to be.....". Once you've got a small portfolio and some business cards to promote yourself, always introduce yourself as "I am a graphic designer," or "I am a web developer." This ensures perspective clients that you are confident in what you do.

Otherwise, the rest is up to you in becoming a web developer. But a recommendation would be to see if there is an internship program with your high school and the community. If there isn't, start one and be the first intern. That way you can scope out specific companies you'd like to learn from. But just know that in some states in the U.S. that companies may not be allowed to pay you. It's all up to how bad you want it.
