I believe they want a "scope of the work", the details.. and a timeline. Probably for their budgeting.
Well not the client, but what they need.
In a recent email they have asked me to give, for a remake of their website,
"The project of work or specification of work along with the time it will take to design and construct."
When they say this, are they asking for a run-down of how it will be built, what needs to be done to make it better or what?
I'm not too sure what they mean and don't wish to sound overly inexperienced by asking them directly...

Effectively, it's the steps required about the cost of each part.
I.e. Meeting/Brief ...£30 , Initial design concepts ... £50, Website build (to web standards blar blar) £150, Testing and SEO ...£Free.
All of that can come with a timeline or not. - obviously thats a rough idea, with made up prices
Yeah, I'd imagine they just want to know what/when/how much.
Make sure when you tell any client a timeline, write out each step and put in each step anything that the client is required to supply in order for you to meet that deadline. Most designers miss doing that part and the client feels like you're trying to pull one over on them. So put it in writing up front.
