It's a framework for social networking sites like the ones mentioned on that page.
The aim i believe is to standardize social networking sites (much like phpBB and vbulletin have become the standards for online forums).
This will make it much easier for developers (and maybe users if it's easy enough) to develop all sorts of doohickeys for the sites that'll work on all the networks using the framework, not just on 1.
The *edit*2nd*edit* best advantage for me i think would be that one could potentially create an application that will log into several social networking sites that i'm part of and collate the data in a manner of my choosing into a single page for easy browsing or checking updates.
