Without sounding too harsh the navigation should really be the spine of a site and built in from the beginning it may be hard now to add the kind of navigation you need to each page. I would start with a layout with a good navigation planned out and then try adding your content as you have it. I know it sounds like I'm saying start again, but navigation is very important and should be implemented at the build and planning stage.

I think I know what you're after, they're called frames and it means you navigation and header would remain the same and your content would open in the main area. This is generally frowned upon by web designers as it can cause search engines to ignore your content when spidering your site. But if that's what you want to do google frames and it should give you a little more info.

Here's a little insight

You need a navigation that is the same on every page, I believe there are even some free on-line programmes that write nav code for you. I'll see what I can dig up. Are you using a programme for your code or not??
