You need 2 images (and a mask that you want to animate). A white logo and a blue logo. You put the blue logo above the white one, mask the blue logo and animate the mask.

Well yes, vector is better than raster of course, but why a movie clip in this case?
Just because it's a movie clip doesn't mean it's a vector.

Well, Movieclip was probably the wrong term. I essentially meant that you should be doing this with Vector assets. And it is usually easier to have this logo contained within a movieclip so you dont have just a vector shape on the stage.
