software for customizing brochures locally

Hi,

I'm looking for a software that we can use for spreading out company brochure to our partners. They have to be able to change images and text but NOT the general design. We'd like to keep our professional look and the brochure in line with our graphic profile so the basic design have to be locked.

Any ideas of software were we could add an image library and allow the partners to upload their own product images and that is easy to use and preferably online?

I know I have seen it somewere, just don't remember where.
