Default Page height won't stay at 100% when window size decreases - Help

For some reason that I am sure you all will see very quickly, I cannot make my site that I am currently working on stay at height 100%. As soon as you decrease the window size the footer comes up with the browser window and goes over text and everything else. Do I need to put content in first? I tried min-height but for some reason thats not working for me either. How do I remedy? Thanks - I used this footer tut to stick it to the bottom - A List Apart: Articles: Exploring Footers

works fine here, what are you testing it in?

I would also put your CSS in an external file

I just put embedded the css for this post for simplicity. It does the same in all browsers - the footer goes up and down with the browser window. I want the page to have a min-height. Thanks

I'm I in the twilight-zone? I want the page to have a min-height. I do not want the footer to go up with the browser window. I do not want the footer to obscure the content. Thanks

You have followed a tutorial to stick the footer to the bottom of the browser window, so obviously when the browser window raises so does the footer.
