From what I understand, CSS 2 is the general standard today. CSS 3 is still under development by the W3C. Here is some history on CSS.

Like graphicsAZ said, CSS2 is currently what is used today and CSS3 is still being developed. The major differences from one version to the next usually come in the form of support for new methods of doing things (custom font embedding, cross-browser consistency, drop shadows, etc.) and to eliminate the need for "hacks."

The main difference between CSS and CSS2 & 3 is that it has no numeric suffix. The main difference between CSS2 and CSS3 is one. The only real difference between CSS3 and all previous versions, is that no-one will dare to use it for a long time after it has supposedly been released.
