Do you mean the smooth scroll? Like this?
Smooth scrolling demo
I was actually talking about the sticky menu on the left. Usually when you scroll those type of stickies do a bit of jerking. Although that smooth scrolling link is awesome too, bookmarked!
I made a similar little script to do that for one of jeffross's websites.
The History of Pandemic Influenza
The script is alot simpler than the one in your example, but it works just fine (except in IE6 because i don't care because it's not my websites :D)

Yes i did, it's the only practical way to do it. Search engines won't give a damn about that script since your xhtml will be just as valid with or without it.
Whoever told you to stay away from javascript is talking bollox. There's always some reasons for not doing X and Y. People say stay away from flash, so developers spend an extra long time figuring out how to do things in javascript instead that are far easier to do in flash. People say to stay away from javascript so instead... well... you've got nothing but a static webpage made of xhtml + css. Oh, but some people don't like css, so they disable it, so now they've just got the xhtml and the only colour in it is from whatever default browser settings they have or whatever images are in the page. Oh, but wait, images are also the devil so they disable those too. "Xhtml parsers? BAH! Satan's playthings. I'll take the raw source code please."
BOLLOX to that! It has to stop somewhere. The line is javascript, i refuse to be pushed further back than that.
*grumble*
Ok, i'm done ranting at the internet now.

I love these sorts of sites. They seem to be being used in quite a few portfolio sites I've seen. There's a few examples of here of one page scrolling graphic design portfolios. I love Filippa Smedhagen Sund's makeup portfolio.
Brilliant, thanks for sharing!
Also, it always warms my heart when people avoid using Flash for effects like this one.
