What are you on about? You don't sound like a 'php guy' to be honest.

First off, why do you want to convert vids into .swf ?? To play them or just store them in a DB? if the latter then what's the point? If so you can easily have it stream off your server then why not just freaking embed the thing into a .swf player?

Maybe i misunderstood you, but i highly doubt that tbh
