Illustrator has always been and will always be the most logical for logo design. I don't ever recommend designing a logo straight up in Photoshop unless it's designed (DPI-wise) to fit the side of a building. Does anyone here really want to $#%^-off a client? Give them a logo in Photoshop that doesn't scale to the size they want. I think it hurts the client and makes you the designer look like an idiot. Educate the client as to why the Illustrator logo is better for them and allow them the use of a custom filter on their logo through Photoshop as an alternative.
Definitely Illustrator.
