The screen size should depend on the format of screens in the post offices. My guess is that you're looking at standard def 720 x 480 which should handle most lcd televisions. If your work may end up on projection TVs then you'll want to make sure to take into consideration title-safe areas as well. I would get in touch with your client because they should be able to provide you with the specs.
