Perhaps you should contact a copyright attorney, or whatever type of attorney specializes in this kind of thing. They might do it on contingency because the golf channel would obviously have what attorney's like (money).

I actually don't think that the sites are so similar. There are obvious changes to the template, such as the menu and the footer. The fact that the background is the exact same is a bit disturbing. The style sheets are totally different too. I think you might have a hard time proving they ripped your code, but the background pic is a different story.

I must say, I can't stand golf. I live on a golf course here in Temecula,CA, and have to deal with seeing golfers all the time. Just looking at those sites gives me the shivers.
