well which one is best for what you need to say? XHTML is more accessible and better for text and content of that ilk. Flash is better for visuals and simple text. Therefore, your site might benefit from being a bit of both ?

Can your order options be straight forward or is it more bespoke what you do? If the amount of options goes over 8-10, then it may be too complicated for a contact form, you might need to talk to these clients. Other people prefer to deal with this sort of thing on the web/email.
Analyse the sort of info you need. What do you need for a quote and what do you need extra for the job to start? Your site needs only to have the former. If you offer standard packages, it may be these can be ordered as such.
