I heard these guys weren't bad...
Clear Plastic Cards they'll send you samples within a day. 3-Color Clear = $2.30 card (100cards) $90 setup... $335 Total
...and check around (esp. being in Boston area) for a printer that can do litho printing... they should be able to handle this as well.
