Generally Flash is cost prohibitive on the backside. What little bit of money you save upfront, with the content updates it quickly becomes more burdensome.
On the agency end, you end up needing to hire a Flash Designer to build and a flash designer to update content. the over all cost is higher thatn if you had spent more on the engineering and less on the maintenance.
In the long run you come out far ahead.. monetarily. And even further with site loyalty and click retention. If you look through this site (search flash).. you will find that as nice as the flash site design is.. most of us click out of it before the presentation is complete. There is no way out of that other than NOT to use Flash.
